Scott entered the field of arbitrage compliance in 2004.  He completed a comprehensive training program at Ernst & Young where he was exposed to debt and investment structures, calculation methodologies, arbitrage regulations and quality control.  Based on his solid grasp of these areas, strong aptitude and client serving skills, Scott was promoted to Senior Consultant in 2006 and Manager in 2010.  Scott acts as a project director charged with managing significant client relationships and preparing arbitrage calculations.  He completes tax review, data input and reconciliation, and post-issuance yield and investment analysis for each bond issue.  He has performed computations on billions of dollars of tax-exempt debt in his tenure.

Scott is a member of the Florida Government Finance Officers Association.  He received a Bachelor of Science in Finance and Insurance from the University of Florida.  In addition, Scott’s experience includes prior retail management and sales.
