Laurie ScottLaurie Scott – Chief Executive Officer

Laurie entered the arbitrage field in 1989.  For the first 17 years of her career she was an arbitrage specialist with Ernst & Young LLP.  Laurie underwent extensive technical training at Ernst & Young and worked with clients and colleagues through the evolution of the arbitrage regulations to establish a highly respected practice focusing on quality service in the computation of arbitrage.  When Ernst & Young exited the industry in 2006, Laurie was serving as Executive Director charged with final technical reviews, operations and marketing for the Florida office.  Immediately upon her departure from Ernst & Young, Laurie established Integrity Public Finance Consulting in concert with the nationally recognized law firm Bryant Miller Olive. 

Laurie’s experience also includes verification services for refunding issues, escrow restructure analysis and other municipal finance consulting projects relating to allocations and commingled fund analysis.  Laurie received a Bachelor of Science in Business Administration degree with honors in Finance from the University of Florida.  She is a member of the National Association of Bond Lawyers, the Florida Government Finance Officers Association, and the national level Government Finance Officers Association.  As a recognized expert, she has led seminars for a wide variety of organizations ranging from corporate trust divisions to the National Association of State Treasurers to the National Association of Bond Lawyers.


Sandy Bright

Sandy Bright – Manager
Years of Experience: 17
Sandy was a 12 year veteran of the arbitrage services group of Ernst & Young, where she underwent in-depth training and served most recently as a Manager.  In 2006 she joined Integrity Public Finance in the same capacity.  Sandy has performed and reviewed a multitude of arbitrage calculations ranging in size and complexity.  She manages a variety of client relationships from issuers with single bond issues to large governments with over 50 issues.  She is routinely commended for her excellence in client service.  Sandy’s exposure to a wide variety of financings combined with her natural attention to detail make her an asset to Integrity and to the clients she serves.

Sandy received a Bachelor of Science degree with honors in Workforce Education from Southern Illinois University.  She is a member of the Florida Government Finance Officers Association.
Gordon Scott

Scott Gordon – Manager
Years of Experience: 7
Scott entered the field of arbitrage compliance in 2004.  He completed a comprehensive training program at Ernst & Young where he was exposed to debt and investment structures, calculation methodologies, arbitrage regulations and quality control.  Based on his solid grasp of these areas, strong aptitude and client serving skills, Scott was promoted to Senior Consultant in 2006 and Manager in 2010.  Scott acts as a project director charged with managing significant client relationships and preparing arbitrage calculations.  He completes tax review, data input and reconciliation, and yield and investment analysis for each bond issue.  He has performed computations on hundreds of millions of dollars of tax-exempt debt in his tenure. 

Scott is a member of the Florida Government Finance Officers Association.  He received a Bachelor of Science in Finance and Insurance from the University of Florida.  In addition, Scott’s experience includes prior retail management and sales.
Joshua Moews

Joshua Moews – Consultant
Years of Experience: 3
Joshua joined Integrity in 2008.  His experience includes education in the areas of public finance, arbitrage, debt instrument and yield analysis, and calculation methodologies.  Joshua serves clients in the project director role in which he is charged with a full range of responsibilities including client contact, computation date monitoring, preparation of arbitrage calculations and tax analysis.  For each issue he completes a tax review, data input and reconciliation, and yield and investment analysis.  Joshua has performed several hundred calculations since he joined Integrity.

Joshua earned a Bachelor of Business Administration with a major in Economics and minor in Finance from the University of North Florida.
Leonard Marcinko

Leonard Marcinko – Tax Attorney
Years of Experience: 35
Len is the lead tax attorney for Bryant Miller Olive, P.A.  He is available to Integrity and its clients to serve as a resource for identifying and resolving tax issues.  His wide range of experience with federal tax issues in both the sale and issuance of tax-exempt bonds combined with his work as a government lawyer, a private law practitioner, and a public finance investment banker are the basis for the substantial expertise Len brings to the table in the arbitrage arena.

Len’s past work includes directing Bryant Miller Olive's representation of clients in the area of interest rate swaps and other derivative product transactions. Additionally Len spent three and a half years in the public finance department of Shearson Lehman Hutton, Inc. where he was responsible for the creation and implementation of new tax-exempt and taxable finance products for the firm’s public finance clients.  From 1977 to 1980, Len served as an attorney-advisor in the Office of Chief Counsel to the Internal Revenue Service where he was responsible for the development of income tax regulations and proposed legislation in the tax-exempt bond area. He was the principal author of final regulations relating to arbitrage bonds issued in 1979 and participated in drafting the Mortgage Subsidy Bond Tax Act of 1980. Len is a member of the National Association of Bond Lawyers.  He and received his Bachelor of Science and J.D. from Georgetown University.
Will Milford

Will Milford – Tax Attorney
Years of Experience: 7
Will became an associate in the tax department of Bryant Miller Olive in 2011.  This followed four years as an arbitrage consultant with Ernst & Young and Integrity Public Finance Consulting and three years at the University of Florida School of Law.  Will underwent extensive training at Ernst & Young to gain knowledge of debt and investment structures, calculation methodologies and the arbitrage regulations.  He served as a project director and client manager full-time from 2004 – 2008 during which time he performed hundreds of computations, gravitating particularly towards complex matters requiring extensive analysis.  In 2008 Will decided to pursue a degree in law with a specialty in Section 103 Tax.  He attended the University of Florida full-time from 2008-2011 while additionally working part-time for both Integrity and Bryant Miller Olive.  Will’s unique experience as both an arbitrage analyst and tax attorney give him a perspective on bond issuances which will provide great value to his clients.

Will is a member of the National Association of Bond Lawyers.  He received a Bachelor of Arts degree with honors in Finance from Transylvania University and a J.D. from the University of Florida School of Law.
